Chairman Scott: American Rescue Plan Expands Access to Affordable Health Care

WASHINGTON – Chairman Robert C. “Bobby” Scott (VA-03) released the following statement after the House passed H.R. 1319, the American Rescue Plan Act, which includes a version of Worker Health Coverage Protection Act that Chairman Scott introduced last year along with robust investments in the Affordable Care Act and Medicaid.

“The American Rescue Plan will expand access to affordable health care for millions of Americans during this global health pandemic. Because of the disastrous economic fallout from COVID-19, laid-off workers across the country have lost their job-based health coverage at a time when they need it most. I am pleased that this package includes a version of the Worker Health Coverage Protection Act – which I introduced last year – to provide premium-free COBRA coverage that ensures struggling workers and families can get the health care they need.  

“Providing a full COBRA subsidy allows unemployed workers, especially those who may be temporarily unemployed, to keep their existing coverage at no cost.  It also means that workers and their families can maintain seamless access to coverage, without being required to switch provider networks or restart their annual deductible. This provision – along with the American Rescue Plan’s significant investments in strengthening Medicaid and the Affordable Care Act – will make health care more affordable for millions of people as we continue to confront this public health emergency.”
